Not sure what it is, but I can think of a heap of uses for it! I'm thinking you hang the single hook over a rail and then you can hang multiple shoes or bags or ??? on it.
Is it a hook for hanging umbrellas? One hook at the top and the multiple hook spaces at the bottom for the umbrellas. It folds in the middle so you can keep the hook in your handbag and pull it out whenever you need it. Only a guess though!
