It's been a while, but I've come up with another "What is it?" I'm not sure whether living or having lived in Japan will help you with this one. Let's see. I'll post the answer in a couple of days.
No idea. But here's what I came up with.... It looks like a happy bowl of rice. So I'm going to guess that it goes in your Japanese equivalent of a lunchbox. There's a hook at the back that you put your chopsticks in. When you eat your lunch you pull your chopsticks out and it sits flat on the table so you can rest your chopsticks on something when you are not using them. Are you hysterically laughing now? I have no idea about Japan!
No idea, though it does look like some kind of strainer, but if you use a rice cooker, then you don't strain the rice, so really at a loss. It does look cheerful though.

Some sort of sign to hook onto a rod or handle to show that you want lunch?

It looks like a fly swat without the handle!!! Is it a pot holder for your hot bowl of noodles or rice?
