Japan Photo #31 answer

Thanks for all who had a go at guessing the answer to Japan Photo #31.

Two people got very close, but my son's answer is just a little less polite than theirs. He says,
"It's to stop dogs peeing on the foundation of the historic castle."

    Wasn't ever going to be able to guess that one! The Japanese really know how to keep order, don't they?
