I'm with Meredith on this. I've seen similar plastic ones on Australia. Great for hooking ironing on when done prior to putting way too! Then again it could be a table-cloth clip for holding your tablecloth on the picnic table outside (so it doesn't blow away). Or maybe it's a handbag hook. Clip on the edge of table in restaurant and hand your handbag on it!
That must be for hanging over a door - and then you can hang two items of clothing on clothes hangers on the hooks.

I think it definately goes over a door. Probably to hang coats /clothes ?
